John Dunford's November 2010 Review of the Office of the Children’s Commissioner (England) recommended strengthening the remit, powers and independence of the Commissioner.  It said legislation should be introduced to make the Children’s Commissioner responsible for promoting and protecting children’s rights in line with the UNCRC, and that the office of Children's Rights Director, currently placed in Ofsted, should be merged with the OCC.
